Pour 1.25 oz. Monin cupcake flavoring syrup, 1.5 oz. vanilla vodka, 0.5 oz. hazelnut liqueur, and 2 oz. heavy cream into a mixing glass with 2/3 ice. Add the ice from the serving glass, cap, and blend until smooth. Cap, shake, and strain into a chilled serving glass. Add whipped cream and rainbow sprinkles to garnish and serve.
